Description: The airstrips selected for use to support aerial firefighting will be categorised by State Aviation Operations and use the following principals and minimum requirements: a demonstrated, historical and justified need; secure tenure of the airstrip; the runway should be a minimum of 900 metres long, but should exceed 1,000 metres if possible, with the option to extend to 1,200 metres; it should be on level or near level ground with no obstructions at either end, free from any hazards to aircraft; where possible orientation of the runway should be in the north to west quadrant; width of airstrip should be a minimum of 60 metres; airstrip should have direct access to the public road network; water supply should be a minimum of 45,000 litres static supply with the capacity to be re-supplied from mains, dam, or bore; identified personnel or brigades who are committed to, and can support aerial firefighting operations; and the airstrip will require an area for filling that is a safe distance from the runway.Within the Primary Response Zones (PRZs), there are approximately 25-30 kms between airbases. State aviation Operations used the principal that SACFS needs an aircraft on initial response, over an incident within ten minutes, and a returning aircraft every ten minutes after initial response in the PRZs. Using an initial response of two single engine air tankers, known air speed and turnaround times, SACFS can achieve this requirement with the above radii. Within the Secondary Response Zone populated areas, there are approximately 50-60 kms between airbases. This provides for a response time for a fixed wing bomber in these areas in around thirty minutes after re-locating to a SRZ airbase. Airbases in Primary Response Zones should be a minimum Category B, but a Category C Airbase with an Air Ops Brigade close at hand may be acceptable.Airbases in the Secondary Response Zone should be a minimum of Category C. This may be varied when special operational or risk circumstances prevail or a Contractor installs their own company facilities.Operational Requirements may dictate the need to operate out of a temporary airbase which is not currently recognised by State Aviation Operations. The decision to then operate out of temporary airbase resides with aircraft pilots and SACFS aircrew to ensure all safety and Operational Requirements are met.In addition to meeting the performance requirements of the aircraft, the safety and welfare needs of the Ground Filling Crews must also be met. This will be carried out by conducting risk assessments and considering incident and operational imperatives.SACFS aircrew may liaise with other key personnel such as Incident Controllers, Land Management Agencies and Land Owners during the decision making process.
